In particular, President Lee emphasized that "policies with low public awareness or side effects must be swiftly revised and supplemented," stressing the need to shift the center of gravity in state affairs from "planning" to "execution."

■ Orders Comprehensive Overhaul of Youth Policies President Lee stated, "Young people are now practically becoming a vulnerable group," and instructed each ministry to overhaul youth policies centered on core areas across the life cycle, including education, employment, income, assets, housing, and marriage. In particular, to improve access to youth policies scattered across multiple ministries, he proposed establishing an artificial intelligence (AI)-based online guidance system.

Citing the results of a recent Focus Group Interview (FGI) targeting young people conducted by the Blue House, President Lee noted that while the number of youth policies is large, there was criticism that there is a lack of effective policies that actually solve real problems. Accordingly, he called for support methods tailored to the nature of the policies, such as lowering the threshold for universal support and designing a robust system for customized support.

He also mentioned cases where some applicants experienced confusion due to errors in providing information about subscription types during the review process for the Youth Future Savings account, emphasizing the importance of providing accurate information and protecting victims.

■ "Execution, Not Planning—Putting Changes in People's Lives into Practice Is What Matters" President Lee called for a shift in the existing approach to policy execution. He stated, "Rather than grand blueprints or flashy visions, the heartfelt dedication and swift action that actually change people's lives are of the utmost importance." He then emphasized that the center of gravity in state affairs must be swiftly shifted from planning to execution.

He also reiterated the importance of flexible and proactive administration during the policy execution process. Mentioning recent issues such as the controversy over prosecutors' supplementary investigation rights following the revision of the Criminal Procedure Act and disagreements between the government and the Seoul Metropolitan Government over measures to expand housing supply, he stated that all matters must be examined from the public's perspective and actively corrected without exception if problems exist.

The national agenda items discussed on this day also included measures regarding prosecutors' supplementary investigations, the integration of military academies, and the extension of the retirement age and reform of unemployment benefits. Each senior secretary's office at the Blue House is currently working on concretizing the main directives discussed in recent work reports into detailed action plans and legislative and budgetary schedules.

■ Orders Strict Response to Fake News and Disinformation He also directed a strict response to malicious fake news and disinformation that undermines the momentum of state affairs. President Lee stated, "Information that serves as the basis for public judgment must be objective and accurate," and instructed each ministry to take responsibility in responding to the dissemination of false information aimed at distorting and manipulating public opinion.

In fact, the Financial Services Commission had previously rebutted a Bloomberg column titled "Korea Is Also Becoming an Uninvestable Country," stating that the statistics were contrary to fact. President Lee urged that not even the smallest piece of incorrect domestic or international reporting or malicious information should be overlooked and must be corrected, and he instructed each ministry to strive to ensure the objectivity and accuracy of information.

■ Strengthened Response to Heatwaves and Other Climate Disasters The response to climate disasters such as heatwaves was also a major topic of discussion. President Lee asked for special attention to the safety of residents in vulnerable facilities such as jjokbang (flophouses) and goshiwon (small, affordable rented rooms), as well as field workers, and instructed that infrastructure improvements, such as installing cooling systems in traditional markets, be actively reflected in next year's budget. He emphasized, "We must pool our efforts to improve infrastructure—housing, the power grid, and heatwave response facilities—in line with the climate disaster situations that have become the new normal."
