The Korean National Police Agency will significantly increase the reward for reporting internal corruption in order to strengthen the organization's self-purification function. The agency plans to expand the reward budget from the existing 27 million won per year to 100 million won, with the aim of actively encouraging internal whistleblowing on major misconduct, such as leaks of investigative secrets and unauthorized disclosure of confidential information.

To reduce the psychological and physical burden on whistleblowers, a 'lawyer anonymous proxy reporting support system' will also be promoted. The Police Agency plans to support the cost of legal consultation and proxy reporting for whistleblowers through agreements with law-related organizations. Since the attorney in charge will handle the entire reporting process on behalf of the whistleblower, from submitting documents to stating opinions, the system is expected to effectively complement the characteristics of the police organization, where external detection is difficult and the burden on whistleblowers is significant.

In addition, institutional reforms are being pursued simultaneously. On the 10th, the National Police Commission deliberated and passed an amendment to the 'Detailed Enforcement Rules of the Police Disciplinary Decree,' which allows for reduction or exemption of discipline for those who voluntarily report. Accordingly, if an individual voluntarily reports their own violations of duty during the process of reporting internal corruption, they will receive benefits such as reduced or exempted discipline.

A Police Agency official stated, 'Internal corruption has limitations in terms of voluntary reporting and external detection,' adding, 'We will raise the organization's self-purification function by making rewards more realistic and improving the system.' The Police Agency plans to continue implementing various support measures in the future to encourage the reporting of internal corruption.
