Reports say that even as the likelihood dimmed of the CLARITY Act passing a cloture vote scheduled for September 15 local time in the U.S. Senate, XRP has held above its support level. According to the crypto media outlet CoinGape, Bitcoin (BTC) and Ethereum (ETH) also swung within narrow ranges as they awaited the outcome of the CLARITY Act vote.

Attorney John Deaton, a longtime XRP supporter, warned that as long as the bill remains connected to U.S. President Donald Trump, the CLARITY Act may ultimately fail to pass.
In a post on X, Deaton argued that even if President Trump accepted all the demands of Democratic senators, they would still find reasons to vote against the CLARITY Act. CoinGape reported that Deaton claimed Democratic senators, prioritizing partisan maneuvering and control of the government narrative, would deny President Trump a legislative win ahead of the November midterm elections.
Deaton said, "They hate Trump and utterly despise the fact that he was elected president again. Even if the whole of America were on fire and Trump were holding the fire hose, they would shut off the water."
According to CoinGape, Deaton's remarks came as Democratic senators prepared a counter-proposal to the CLARITY Act. Senator Adam Schiff recently noted that the newly offered ethics-related provisions were "not enough." CoinGape also reported that the banking industry opposes the revised stablecoin-related language, with banks arguing that the provisions alone are insufficient to prevent deposits from flowing from banks to platforms offering stablecoin yields.

CoinGape explained that even as the chances of the CLARITY Act passing in 2026 have declined, XRP's price has held above its support level. Data from CoinGape's prediction markets currently put the probability of the bill not passing at 81%.
According to CryptoQuant data cited by CoinGape, the 30-day change in XRP open interest on Binance exceeded negative 53 million XRP. That is lower than the negative 39 million XRP recorded on July 10 local time, before the August rally began. CoinGape reported that the same open interest metric on Bybit also fell from 61 million XRP in August to negative 37.5 million XRP in September.
Even as open interest declined, XRP's price rose from around $1 to a recent $1.40. CoinGape interpreted this as showing that traders closed out XRP derivatives positions even as market sentiment turned bullish. Open interest flows show futures traders exiting the market ahead of the CLARITY Act vote, while SoSoValue data showed institutions continuing to buy XRP through exchange-traded funds (ETFs), CoinGape reported.
▶ $11.26 Million Flows Into Bitwise XRP ETF in a Single Day
According to SoSoValue data cited by CoinGape, the Bitwise XRP ETF saw inflows of $11.26 million on September 15 local time — the largest daily inflow into the ETF since August 28 local time. However, the other four XRP ETFs traded in the United States saw no inflows that day.
The inflow into XRP ETFs was the third largest, behind Bitcoin's $160 million and Ethereum's $121 million.
