Attention is focused on the price of Ripple (XRP). Overseas crypto media outlet CoinGape reported that expectations for the passage of the CLARITY Act are rising, as U.S. President Donald Trump is said to have agreed to revised ethics provisions ahead of the cloture vote on the bill scheduled for September 15 (local time).

XRP trades around $1.38... Senate passage probability rebounds from 14% to 33%

According to CoinGape, XRP traded around $1.38 on September 14 (local time), up about 2% over 24 hours. Polymarket data cited by CoinGape showed the probability of the CLARITY Act passing the U.S. Senate at 33%, up from a low of 14% on September 8 (local time). CoinGape's prediction market puts the likelihood of the CLARITY Act becoming law within 2026 at 32%. CoinGape reported that amid this shift in expectations, the prices of Bitcoin, Ethereum, and XRP rose.

CoinGape explained that the increased likelihood of passage stems from President Trump agreeing to the latest version of the bill containing new ethics regulations, which had previously been cited by Democratic senators as one reason for opposing the bill.

According to CoinGape's earlier reporting, the new bill includes a provision requiring relevant public officials to divest financial interests related to cryptocurrencies. A 'circuit breaker' provision was also introduced, allowing U.S. federal regulators to intervene in the event of large-scale capital inflows into stablecoins.

However, the new provisions have drawn criticism. According to CoinGape, John Deaton, a pro-XRP attorney running as a Republican for a Massachusetts Senate seat, argued that the new bill's contents show the banking industry exerting influence over the Republican leadership.

Funding rate shifts from negative to positive... Short accounts' market dominance ends

Changes have also appeared in the XRP derivatives market ahead of the CLARITY Act vote. CoinGlass data cited by CoinGape showed that ahead of the cloture vote on the CLARITY Act, XRP's funding rate turned from negative to positive. The long/short ratio also rose from 0.98 to 1, indicating that short accounts no longer dominate the market. CoinGape reported that along with the increase in long positions, XRP open interest rose 3.17% to $2.93 billion as of the time of writing.

Key target price is $1.60... but holding the $1.31–$1.35 support level is essential

In terms of price outlook, $1.60 has been cited as the key target price. According to CoinGape, analyst Ali Charts analyzed that XRP is facing resistance at $1.38. He projected that if XRP breaks above this level, it could rise to $1.60, a psychological resistance line.

However, conditions apply to this bullish outlook reported by CoinGape: XRP must hold the support level in the $1.31–$1.35 range, where 2.29 billion XRP were previously traded.

ETF inflows and increased network activity also provide upward momentum

CoinGape also pointed to continued capital inflows into XRP exchange-traded funds (ETFs) as a backdrop for the bullish outlook. SosoValue data cited by CoinGape showed that XRP ETFs recorded net inflows of $18.98 million from September 7 to 11 (local time).

Increased network activity was also mentioned as a factor. According to CoinGape's earlier reporting, the XRP Ledger set a new record by processing 3,254 transactions in a single block following the activation of fixCleanup3_3_0.
