Young Drivers Saving on First Auto Insurance Premiums… How to Leverage Military Driving Service and Parents' Insurance for 'Driving Experience Recognition'

Young people purchasing auto insurance for the first time should check how much of their past driving experience can be recognized before comparing premiums across insurers. Even without a history of holding insurance in their own name, those who served as military drivers during their service or were registered as additional insured parties on their parents' auto insurance may have that history reflected in premium calculations.

◆ Financial Supervisory Service to Improve Auto Insurance Enrollment Procedures for Young People

The Financial Supervisory Service announced on the 2nd that it will improve auto insurance enrollment procedures so that young drivers can fully utilize the existing experience recognition system and premium discount riders. The changes apply to those aged 19 to 34 under the Youth Basic Act.

The key to this improvement is making it easy for policyholders to verify systems already in operation. The aim is to reduce situations where first-time auto insurance purchasers miss opportunities for experience recognition because they fail to properly check related information during the contracting process.

◆ Just One Year of Enrollment History Lowers Rate to 79.7%

In auto insurance, the period of insurance enrollment also affects premium determination. Based on the reference standard insurance rate, those with less than one year of enrollment history are subject to a 100.0% insurance experience rate, but the rate drops to 79.7% for one year or more, 72.7% for two years or more, and 71.1% for three years or more.

There are two pathways for experience recognition. Those who served as military drivers can have that period recognized as insurance enrollment history for up to three years. Children who were registered as full-coverage insured parties on their parents' auto insurance can also have up to three years of enrollment history reflected if they meet recognition requirements.

Accident-free records during the period registered as an insured party are also subject to separate verification. If accident-free history within the past three years is recognized, related benefits can be applied in the premium calculation process. However, since insurance enrollment history recognition and accident-free history recognition are separate systems, the application requirements for each must be reviewed.

◆ Choosing Riders That Match Driving Conditions Is Also Important… Pay Attention to Coverage Scope

Another way to reduce premiums is selecting riders that match one's driving conditions. Representative examples include riders specifying who will drive or limiting driver age, mileage riders offering discounts based on actual distance driven, and discount riders applicable to vehicles equipped with advanced safety devices.

However, riders restricting the driver range also affect who is covered in the event of an accident. If someone not meeting the conditions set at enrollment drives the vehicle and causes an accident, compensation may be limited.

◆ Pop-up Guides and Rider Comparison Screens for Online Enrollment

The FSS plans to refine its guidance system so young drivers can more easily check this information during the contracting process. Online auto insurance enrollment screens will feature pop-up guides explaining driving experience recognition and discount riders, and a separate screen for comparing related benefits will be provided at the rider selection stage.

However, not all past driving experience is automatically recognized. Merely having driven a parent's vehicle does not qualify as full-coverage insured party history; actual registration status and recognition requirements must be verified.

Attention is focused on how actively young drivers will be able to utilize existing discount systems through this improvement of enrollment procedures. Actual premiums may vary depending on each insurer's rates and enrollment conditions.
