On the 5th, the People Power Party nominated Attorney Kim Yong-kwan, managing partner at law firm Baeksong; Attorney Choi Chang-ho of law firm Jeongron; and Professor Cha Jin-a of Korea University Law School as the opposition party's share of public recommendation committee members for the National Election Commission (NEC) special counsel investigation.

Rep. Kim Seung-soo, senior deputy floor leader of the People Power Party, said at a National Assembly briefing that day that he received an official letter from the National Assembly Speaker requesting recommendations for members of the 'Public Recommendation Committee for Special Counsel Candidates to Investigate Suspicions of Infringement on the People's Right to Participate in Government,' and that three members had been selected.

The Public Recommendation Committee is composed of individuals recommended by the Democratic Party and the People Power Party, with each party nominating three members. After receiving recommendations for three special counsel candidates each from the Korean Bar Association and the Council of Law School Deans, the committee will, through ruling and opposition party agreement, forward two of the six candidates to the President, who will then appoint one as the special counsel.

Regarding the background of the recommendations, Rep. Kim explained that the group was composed of individuals who collectively possess the fair judgment of former judges, the investigative expertise of former prosecutors, and the institutional insight of constitutional scholars. He emphasized that they are "suitable selections for choosing independent and fair special counsel candidates that the public can trust."

■ Attorney Kim Yong-kwan — 20 Years as Judge, Former Supreme Court Judicial Researcher After graduating from Seoul National University's Department of Judicial Studies, he passed the 31st Judicial Examination and served as a judge for over 20 years. He served as a judge at the Seoul High Court, a judicial researcher at the Supreme Court, and a presiding judge at the Seoul Central District Court and Seoul Southern District Court, and currently works as the managing partner at law firm Baeksong. Rep. Kim evaluated Attorney Kim as a person who can make decisions according to the law and principles, regardless of political interests.

■ Attorney Choi Chang-ho — Career in Investigation and Legal Affairs as Prosecutor and Former Director General of the State Litigation Bureau at the Ministry of Justice A graduate of Seoul National University's Department of Judicial Studies, he passed the 31st Judicial Examination and was appointed as a prosecutor. He served as Director General of the State Litigation Bureau at the Ministry of Justice, head of the criminal division at the Southern District Prosecutors' Office, and head of the Major Economic Crimes Investigation Division at the Western District Prosecutors' Office. He currently works as an attorney at law firm Jeongron and as a non-standing member of the Truth and Reconciliation Commission. Rep. Kim explained that Attorney Choi possesses a well-balanced perspective drawn from his investigative experience, service at the Ministry of Justice, and work as an attorney.

■ Professor Cha Jin-a — Constitutional Scholar, Expected to Contribute to Restoring Trust in the Electoral System A constitutional scholar who graduated from Korea University Law School and passed the 39th Judicial Examination, she has been serving as a professor at Korea University Law School since 2012, continuing research and education on constitutional order, democracy, and fundamental rights protection. Rep. Kim stated that Professor Cha's constitutional expertise is expected to contribute to restoring trust in the electoral system.

The Public Recommendation Committee will begin the full-scale process of selecting special counsel candidates once the Democratic Party completes its recommendation of committee members. The People Power Party added that it would make efforts to ensure the relevant procedures proceed swiftly.
