Goyang Special City has completed the administrative procedures for the 'revision of the district unit plan' to improve the residential environment and ensure systematic management of settlement areas within small-scale lifted Greenbelt (GB) zones. The final decision and official announcement are scheduled for June 2.

This revision was promoted to proactively respond to the expiration of long-term unexecuted urban planning facilities, with 19 small-scale settlement areas prioritized for maintenance. Moving forward, there are plans to sequentially organize medium and large-scale settlement areas that have larger areas and complex stakeholder interests.

During the revision process, urban planning facilities were adjusted by considering the actual land use status and local conditions. This focused on mitigating property rights restrictions and increasing the efficiency of land use.

Specifically, a balance between public interest and development was pursued through methods such as: ▲ securing effective width through road maintenance centered on existing roads and the establishment of building boundary lines; ▲ alleviating resident inconvenience by abolishing facilities difficult to develop and designating shared pedestrian and vehicle paths; ▲ abolishing parking lots and buffer green spaces; and ▲ restricting permitted uses and the number of housing units in accordance with the application of a 15% public contribution ratio.

As part of the administrative procedures, resident opinions were reflected through consultations with relevant departments, a public review, and deliberations by the Gyeonggi-do Urban Planning Committee and the city's Joint Committee on Urban Architecture.

A Goyang City official stated, "This revision will serve as an opportunity to resolve the long-standing issues regarding the restriction of private property rights and practically improve the living conditions in the settlement areas." They added, "We plan to phase in the maintenance of medium and large-scale settlements as well, striving for systematic urban management and the enhancement of residents' quality of life."
