Gimpo Mayor Lee Ki-hyung has presented leap forward strategies and 97 pledges across five key sectors—transportation, education, economy, culture, and welfare—as the core of his administration for the 9th elected term. Mayor Lee stated, "Citizens' self-esteem is the foundation of urban competitiveness," expressing his commitment to creating tangible changes that citizens can feel in their daily lives based on pragmatism.

The three core principles of the 9th elected term's municipal administration are: ▲ Normalization of abnormalities ▲ Exclusion of showcase projects ▲ Prioritization of citizens' convenience in daily life. Mayor Lee's policy is to prioritize practical projects that directly benefit citizens' lives during the pledge implementation process, and to normalize suspended or delayed projects. Additionally, the city plans to set quarterly pledge implementation targets and transparently disclose the progress and budget execution details through the city's official website.

■ Transportation — Rail Network Expansion as Top Priority Key issues in the transportation sector include the extension of Seoul Subway Line 5 to Gimpo, the extension of Incheon Line 2 from Gimpo to Goyang, and the inclusion of the GTX-D Gimpo-Gangnam direct connection in the national rail network plan. The extension of the Gimpo Gold Line from Hagun to Geomdan, the complete toll-free access on the Ilsan Bridge, the expansion of demand-responsive buses, and the provision of school buses and transportation subsidies for transit-underserved areas are also being pursued as major tasks.

Until the rail expansion is completed, the city plans to bridge the transportation gap by expanding buses connected to the GTX-A, enhancing the Incheon-linked transportation network, and implementing bus-only lanes on Olympic-daero. The toll-free policy for the Ilsan Bridge will be pursued through consultations with Gyeonggi Province, and if the consultations are delayed, the city is also considering taking preemptive action.

■ Education — Commuting Infrastructure and Overcrowded Class Resolution In the education sector, initiatives include establishing a new bus route 36A passing through Modam Elementary and Middle Schools and Pureunsol Elementary and Middle Schools, introducing the 'Our Children's Independence Fund,' supporting students in transportation-vulnerable areas, building new schools and introducing modular classrooms to alleviate overcrowded classes. The city plans to work with the Office of Education to seek solutions for school district assignment and overcrowded class issues.

■ Economy — Attracting Peace Economy Special Zone and Strengthening Youth Support On the economic front, the city will lay the groundwork for the growth of local businesses and youth by attracting the Peace Economy Special Zone, building a marine leisure education center at Gochon Aramarina, expanding support for smart factories and technology startups, providing up to 3 million won in employment incentives for youth, and creating youth startup spaces. The city also plans to increase the Gimpo Pay recharge limit by 2.5 times and focus on revitalizing local employment and entrepreneurship.

■ Culture — Developing La Venicia into a Major Destination and Expanding Community Cultural Spaces In the culture sector, the city will develop La Venicia into a signature destination hosting regular performances and festivals while strengthening commercial district support. The creation of a citizen plaza at Geolpo Bukbyeon Station, the reopening of the Eco Center at the Gimpo Hangang Wild Bird Ecology Park, and the construction of a culture and arts center are also being pursued to expand community cultural spaces.

■ Welfare — Comprehensive Strengthening of Medical and Care Infrastructure In the welfare sector, the city will roll out policies that citizens can directly experience, including the development of the Inha University Medical Campus in the Bongsu Station area, the establishment of a 24-hour pediatric medical system, free HPV 9-valent vaccinations, the resumption of the second integrated community welfare center and youth complex culture center projects, support for public bathhouse operations, and the expansion of childbirth support funds and water play facilities in city parks.

■ No Annexation to Seoul and Audit Plan for Gimpo FC Regarding the push for Gimpo's annexation into Seoul, Mayor Lee firmly stated, "The annexation of Gimpo into Seoul will not be pursued," adding that the city will focus on developing together with Gyeonggi Province and fostering pride as Gimpo citizens. In connection with the embezzlement scandal at Gimpo FC, the city plans to conduct an audit first, followed by sequential audits of city-affiliated funded and contributed organizations. To prevent recurrence, an accounting system will be introduced in which the requester, disburser, account manager, and supervisor jointly verify transactions.

Mayor Lee Ki-hyung reiterated, "By 2030, I will make Gimpo a city that citizens are proud to call home," emphasizing his commitment to achieving substantive change in areas directly connected to citizens' lives, including transportation, economy, culture and arts, education, and childcare.
